Yes, that does mean that Mercy is effectively, for the time being, grounded. This will likely make her grumpy...

There are a significant number of establishments with alcohol licenses in the greater AB area, so grumpy or not, I have full confidence that Mercy will find a mechanism to overcome the limitations on her travel.

Oh, she'll be fine on that front. She simply doesn't like being tethered.

To be honest, if she really needs to get out, she can. But that road leads into Burned Bridge County...

So, this means Mercy isn't allowed to leave to city? Well, that doesn't sound too bad, at least depending on your lifestyle. (Namely if you usually tend to leave town often or not - but wasn't Mercy at the airport the first time we met her, just coming home from a trip? Thus indicating that this restriction is indeed "cramping her style"?)

Mercy is accustomed to a lot of travel. So yes, this is cramping her style.

Basically, they need her to be around in case she messed something up that they haven't foreseen.

Even for this comic, that's just too weird a concept to contemplate. O.o

Mostly, it's the threat of ACTUAL detainment and constantly being hunted that will keep her in line. These people are actually government-affiliated, so it's more than an idle threat. That being said, she could get away if she HAD to...
